Q:  What are the phases of Performance Appraisal Cycle?

A: Performance Appraisal Cycle usually contains three phases: Performance Planning, Performance Coaching and Performance Review.  In the Performance Planning phase, the appraiser and appraisee will discuss together and agree on the performance standard for the coming year whereas in the Performance Coaching phase, the appraiser should provide guidance as well as feedback on the appraisee’s performance to help the appraisee achieve the performance standard. Finally, the appraiser will assess the performance of the appraisee in the Performance Review phase according to the achievement of the agreed performance standard.

We are glad that HMI Consulting Limited was invited by Kingdee International Software Group (H.K.) Limited and T.G. Cyber-Tech Co. Ltd. to give a speech on the topic of 'Coping Strategies for HR Challenges in Macau' in an HR sharing event on July 15, 2011.

The speech, delivered by Mr. Victor Tsang of HMI Consulting Limited, aimed to provide practical tips to the HR practitioners in Macau in overcoming the specific challenges they face in Macau. With the rapid growth of the entertainment / hospitality industry in recent years, HR professionials in Macau have been suffering from problems such as talent shortage, high turnover, rapid salary increase, staff training / readiness, and etc.  During the speech, Victor clarified the organization issues related to HR strategies and functions, as well as the handling of new generation workforce's expectation. He further shared the practical steps that HR practitioners can easily apply to their organization to enhance their talent management strategies, and to overcome the challenges they face in Macau.

July 2011 HR Highlights
Economic Overview 

The LegCo has approved the proposal to raise the minimum level of income for Mandatory Provident Fund contribution from $5,000 to $6,500 per month, which will come into effect on 1 Nov 2011 to allow employers and service providers to adjust their administrative systems accordingly. [Source: Apple Daily (A20)/ Ming Pao Daily (A28), 1 Jul 2011]

Many companies could be facing higher compensation and training costs for junior positions as 42% graduates were looking for pay packages between $11,000 and $13,000 per month, according to a survey of 300 local graduates by an international HR consultancy. A further 34% of respondents were hoping for a year-end bonus. Graduates’ salary expectation is closely tied to the improved economic condition. The survey also found many graduates seemed to be flexible on salary as long as training and career development are provided. Also, many graduates appear to be highly motivated by company size. 49% said they wished to work for an organisation with at least 100 to 1,000 employees. The HR consultancy said smaller firms might attract candidates by its company culture and personality of line managers. [Source: SCMP (Classified Post p.30), 16 Jul 2011]  

The seasonally adjusted unemployment rate remained unchanged at 3.5% (Apr-Jun 2011) and the number of unemployed persons increased by 1,900 from 134,900 to 136,800, according to the Census and Statistics Department. Decreases in unemployment rate were mainly observed in the construction and insurance sectors, while increases were recorded in the wholesale, and accommodation and food services sectors. The underemployment rate declined from 1.9% to 1.8% and the number of underemployed persons decreased by 3,400 from 69,600 to 66,200. The unemployment rate for youngsters aged 15-19 rose from 16.7% to 18.6%.
In addition, the number of persons with a monthly salary over $100,000 rose by 36% from 43,100 to 58,900. The median monthly income for male employees increased 8.3% to $13,000, while that for female employees remained at $9,000.

The Consumer Price Index (CPI) rose to 5.6% in Jun 2011 over the same month a year earlier, up from 5.2% in May 2011 and at three-year record high, according to the Census and Statistics Department. Private housing rents and food prices are the two major driving forces, accounting for about 70% of the year-on-year increase. The underlying inflation rate was 5.5% which takes away the effects of relief measures such as a one-month extra payment to welfare recipients and two months’ rents for public housing tenants. It is expected the economy would continue to see upward pressure on prices in the coming months. A local economist forecast inflation for the year will reach 6% or higher. Guangdong Vice-governor Zhao Yufang announced measures to help HK factory owners manufacturing in the province, including tax exemptions on imported machinery and simplified administrative procedures for business licences. Meanwhile, Zhao said that the bulk of manufacturers which use imported raw materials to produce goods for exports deemed labour-intensive, energy-consuming and environmentally unfriendly are longer welcomed by Guangdong. The Federation of HK Industries said the Guangdong provincial government had softened its attitude on weeding out the processing trade manufacturing. According to the Federation’s last poll on the number of HK processing trade manufacturers in the delta in 2008, there were about 60,000 factories employing about 10 million migrant workers. Some industrial sources said the number had dwindled to 35,000 at the end of last year. [Source: SCMP (B1), 8 Jul 2011]

According to the National Bureau of Statistics, China’s consumer price index climbed 6.4% in Jun, a sharp jump over May’s 5.5%. The producer price index, the factory-gate measurement of inflation, also swelled 7.1% year on year in Jun, compared with 6.8% in May.
